Freedom 250: Sabahat Ul Islam Ghaznavi’s Journey of Digital Governance and Public Sector Innovation

Sabahat Ul Islam Ghaznavi, an alumnus of the IELP 2025 program exemplifies how U.S. exchange experiences can drive institutional reform, digital innovation, and citizen-centered governance in Pakistan.

Currently serving as Deputy Director (IT) in the Agriculture Department, Government of Khyber Pakhtunkhwa, Sabahat is leading efforts to modernize public sector systems through technology-driven solutions. His participation in the IELP Cyber Security program in the United States marked a defining milestone in his professional journey. Exposure to U.S. models of digital governance, institutional accountability, and collaborative leadership reshaped his approach to public service, emphasizing transparency, efficiency, and data-driven decision-making.

Upon returning to Pakistan, Sabahat translated this learning into impactful reforms. One of his most notable contributions is the development of the E-Secretary Dashboard, an integrated digital governance and performance management platform for the Government of Khyber Pakhtunkhwa. For the first time, farmers can access centralized online services from multiple directorates, while government officers’ performance is monitored through KPIs, performance scoring, and clearly defined policy targets. This initiative reflects best practices in accountability and efficiency inspired by U.S. governance systems.

To further strengthen evidence-based policymaking, he also led the development of the Integrated GIS Hub for the Agriculture Department, a centralized platform that consolidates agricultural data, spatial analytics, and field-level activities. This system enables informed decision-making and real-time monitoring, aligning with global standards of smart governance and data integration.

In parallel, Sabahat established the Agriculture Taskforce Network, connecting focal persons across 37 districts through a unified digital platform. This initiative enhances coordination, service delivery, and knowledge sharing across the province. Through regular capacity-building sessions, both online and in-person, he is equipping district officers and field staff with the skills needed to adopt digital systems and improve service outcomes.

Recognizing the importance of community engagement, Sabahat actively works with farmers across Khyber Pakhtunkhwa through trainings, digital outreach, and knowledge-sharing initiatives. Drawing on U.S. extension models, he promotes technology adoption, improved service access, and modern agricultural practices at the grassroots level.

Beyond institutional reforms, his leadership extends to youth engagement and public awareness. He launched a talk show, “Be Positive with Ghaznavi,” to promote innovation, leadership, and civic responsibility among young people. He also initiated a provincial talent hunt program, “Jeeto Inaam,” in collaboration with the Higher Education Department, aimed at identifying emerging talent and connecting youth with educational and professional opportunities.

Sabahat has also fostered sustained collaboration with academic institutions by signing Memorandums of Understanding with leading agricultural universities in Peshawar, Swat, and Dera Ismail Khan, as well as the Agriculture Service Academy. Through these partnerships, he promotes knowledge exchange, training in cyber security and artificial intelligence, and engagement between academia and the public sector.
